A 77-year-old Melbourne woman's been attacked by two German Shepherd dogs in her home,
less than a week after a young girl was mauled to death by a dog.
The woman was knocked to the ground at her Ringwood home this morning, after discovering
the dogs had entered her backyard.
An Ambulance Victoria spokeswoman says she suffered a bite to her ankle and thigh,
and some scratching.
The attack follows the death of four-year-old AYEN CHOL, who was attacked by a neighbour's
pit bull mastiff terrier last Wednesday.

QLD:Fevola to pay money to children's charity
BRISBANE, April 27 AAP - Fallen AFL star Brendan Fevola will pay about $2000 to a children's
charity to avoid a public nuisance charge.
Fevola had been involved in a stoush with Queensland police during the early hours
of New Year's Day in Brisbane's Fortitude Valley, resulting in him being charged with
public nuisance and obstructing police.
He had pleaded guilty but entered mediation talks with police earlier this month to
have the charges dropped.
His lawyer Jim Coburn told the Brisbane Magistrates Court on Wednesday the mediation
had been successful and a "commitment has been signed" for Fevola to donate money to a
charitable organisation.
Outside of court, Mr Coburn told reporters Fevola will pay about $2000 to Variety Queensland.
The charity was chosen by police, he said.
Fevola has been given two weeks to fulfil the mediation terms.

VIC:Man suffers punctured lung in Vic attack
A 30-year-old man's in intensive care in a Melbourne hospital after he was stabbed
during an assault by a group of youths.
The man was walking towards two women in Lonsdale Street in Dandenong .. in the city's
southeast .. about 1.40 this morning when he was approached by the youths.
An argument erupted during which the man suffered puncture wounds to his back.
He's since undergone surgery for a punctured lung in The Alfred hospital.
Police are now seeking witnesses to the assault.

WA: Camper injured by falling tree
A man's been seriously injured after he was crushed by a huge tree during a camping
trip in Western Australia.
Police say the man and his friends had set up a camp table at the base of the 30-metre
tall tree at the Lane Pool Reserve .. in Waroona Shire .. when it toppled over just before
10pm (WST) last night.
Four of the campers managed to scramble clear of the falling tree but four others were
caught .. with one pinned by the legs.
Police say several members of the group had earlier heard some creaking noises but
could not locate the cause or location.
The seriously injured man has been taken to a Perth hospital with leg and suspected
spinal injuries.

Qld: Teens targeted in armed robbery
BRISBANE, April 11 AAP - Two teens were threatened with a knife in an armed robbery
in central Queensland overnight.
A 19-year-old woman was closing a business on Main St, North Rockhampton, about 9pm
(AEST), when the man approached her and produced a knife, police say.
The man took the woman inside and ordered a 14-year-old employee to lay on the ground.
He then stole a sum of cash and fled on foot.
The man was described as Caucasian, tall, with green eyes and wearing a blue balaclava,
blue jumper, blue jeans, with a grey backpack and black gloves.
Anyone with information that could assist police with their investigations should call
Crime Stoppers on 1800 333 000.

NSW: Watkins denies a deal to become premier has been done
SYDNEY, Dec 7 AAP - Deputy NSW Premier John Watkins denies any deal has been done that
would see him take over from Morris Iemma as the state's premier.
Mr Watkins, who is also the state's transport and finance minister, insists he has
no ambitions for the top job, nor does he think he will ever be premier.
"I'm his deputy, I'm his friend, Morris Iemma has made it crystal clear that he's staying
as premier of NSW and I support him," he told reporters.
Mr Iemma was this week again forced to reiterate he would stay on as premier until
the next election amid renewed speculation a deal had been done with Mr Watkins.
The premier insisted he would contest the 2011 election and, if successful at that
poll, would like to also contest in 2015.
Asked if he had ambitions to be premier, Mr Watkins said: "No, I have ambitions to
be the best possible minister and the best possible deputy to Morris Iemma."
He also said he did not believe he would ever become NSW premier.
"It's not going to happen, I'm the deputy premier of NSW, and I'm happy with that,"
Mr Watkins said.
Asked what would happen if Mr Iemma got hit by a bus, Mr Watkins replied: "That wouldn't
happen with me as minister for transport."

MELBOURNE, April 25 AAP - A Victorian prisoner will challenge in the High Court laws
that ban jail inmates from voting.
The case, brought by Vickie Lee Roach, 48, will be heard in June and could eventually
win back the right to vote for Australia's prisoners, Fairfax newspapers report today.
Roach is being held in the Dame Phyllis Frost Women's Prison at Deer Park.
She was jailed for at least four years in 2004 for negligently causing serious injury
in a car accident, the report said.
Roach would argue that Commonwealth Electoral Act provisions which barred prisoners
from voting in federal elections were unconstitutional, Fairfax said.
The ban was introduced last year in legislative changes that shortened the period people
can enrol to vote after an election is called from seven days to three days, and required
them to provide proof of identity when enrolling or updating their enrolment.
Previously, only prisoners serving sentences of more than five years were barred from voting.
Barristers Ron Merkel QC and Michael Pearce SC, leading corporate law firm Allens Arthur
Robinson and the non-profit Human Rights Law Resource Centre were acting free of charge
for Roach, Fairfax said.
Roach's High Court application said the laws breached sections of the constitution
that said parliament should be "directly chosen by the people", and unlawfully breached
implied constitutional freedoms of political participation and political communication.

FED: National Christmas road toll stands at eight
Ten people have been killed on Australia's roads in the first two days of the national
holiday road count.
Today's deaths include a baby in Sydney and a double fatality in South Australia.
Two men died in a two-car collision in Adelaide's west at Birken Head about 5.25pm (AEDT).
Police say they were driving driving in separate cars .. that collided in Victoria Road.
This morning .. a four-month-old baby died after the van it was travelling in was rear-ended
by another vehicle in Sydney's south-west.
An unlicensed male driver has since been charged over the fatal accident and will appear
in court in January.
Meanwhile .. in Queensland .. a man was killed near Rockhampton when his vehicle hit
a tree about 6am (AEST) today.
And in Victoria .. a 22-year-old woman has died in a car accident at Cowes on Phillip Island.
She died when the driver lost control of the vehicle and slammed into a tree.
Queensland has the highest Christmas road toll .. standing at three while two people
have died in both New South Wales .. South Australia .. and Tasmania .. and there's been
one death in Victoria.

CANBERRA, April 10 AAP - Less than half of Australian employers are actively seeking
to attract and retain mature-age workers, a business survey has found.
This is despite pressure across industry from a lack of skilled workers.
The Hudson Report survey found the majority of Australian employers were failing to
actively attract and retain mature-aged workers, despite the nation's rapidly ageing workforce
and growing skills shortage.
The recruitment firm's survey of 8,345 employers showed that only 40.7 per cent of
Australian employers were actively seeking to attract and retain older employees.
Hudson president Anne Hatton said that while employers were slightly more proactive
than two years ago, the majority of organisations were still not tapping into the skilful
and highly experienced demographic.
"Australia's employment landscape is being shaped by the spectre of an ageing workforce
and an intensifying skills shortage," she said in a statement.
"These findings are a wake-up call to Australian business."

CANBERRA, April 4 AAP - The Australian economic party was over and might even end up
in a recession, an economic forecaster has warned.
Access Economics, in its latest business outlook, today warned a combination of bad
policy and bad luck may be enough to tip Australia into recession for the first time since
the early 1990s.
The forecaster called for courageous government policies, such as raising the age at
which super and pensions can be accessed, toughening eligibility for the disability pension
and championing genuine workplace relations reform.
Access Economics said the March hike in interest rates by the Reserve Bank on top of
an already slowing economy, combined with a lack of policy development by federal and
state governments, would be enough to stall the economy.
With the Reserve a 50-50 chance to lift rates again this month - in a bid to head off
wages-led inflation - Access said even if the country avoided a recession the days of
stellar economic growth were over.
"Australia's growth party is over," Access said.
"There is therefore a risk that, in trying to slow the economy, the Reserve turns 2005
output growth into roadkill.
"If so, then output growth would continue to crawl through 2005, unemployment would
stop falling (and may well increase), housing prices would resume falling and the Reserve
would eventually reverse.
"A pause in recent growth via a recession may therefore be very unlikely, but it cannot
be completely ruled out."
Although critical of the Reserve Bank and its rates strategy, Access said much of the
blame for the economic problems now facing the country had to be sheeted home to federal
and state governments.
It said the supply side of the economy was hitting a series of walls that could only
be pulled aside by policies in areas such as infrastructure and skills development.
"Governments must encourage working by cutting effective marginal tax rates," it said.
"And governments could also do the sorts of things everybody agrees need doing but
no-one has the courage to do, such as raising the age at which super and pensions can
be accessed, toughening eligibility for the disability pension and championing genuine
workplace relations reform."
Access warned the current account deficit, now over seven per cent of GDP, would take
some time to fall.
While the global economy would continue to perform strongly, this was mostly due to
just two markets - China and the United States.
But it said a global economic bust was a chance because of the drag inflicted by Japan
and Europe, and the failure of the US to tackle its current account deficit.
And although Australian commodity exporters were doing well from strong demand out
of China, other competitor nations - such as Brazil - were bringing new mines into operation.
This would eventually push prices for such commodities as iron ore down, hitting Australian
exports.
Access said it expects GDP this financial year to fall to 2.0 per cent (from 4.1 per
cent), and work its way back up to 2.8 per cent in 2005-06.
It is tipping unemployment to stay at 5.1 per cent before lifting to 5.8 per cent in
2006-07, while average weekly earnings should grow 4.2 per cent next financial year.
Private consumption is tipped to fall from 3.9 per cent this financial year to 2.5
per cent in 2006-07.

SA: 200 submissions to abuse inquiry already
ADELAIDE, Dec 6 AAP - South Australia's commission of inquiry into allegations of sexual
abuse of children in state care has already taken about 200 submissions.
The inquiry will officially open on Wednesday with former Supreme Court judge Ted Mullighan
formally taking charge of the investigation today.
Commissioner Mullighan said he was surprised at the number of submissions so far.
"It indicates to me that it is a very deep problem for a lot of people," he told ABC radio.
"I'm just hoping that we can work in a way that will be encouraging to people to come forward."
The commission will inquire into any allegations of sexual abuse of anyone who was
in state care at the time.
Testimony will be taken in private and will remain confidential unless the person concerned
wants it passed on to police.
"The purpose of the inquiry is to determine whether there was a failure on the part
of the state to deal appropriately or adequately with allegations of sexual abuse," Mr
Mullighan said.
"In order to undertake this inquiry properly I am hoping to receive information from
as many people as possible.
"I understand (that) providing information will be difficult, particularly if it relates
to events from many years ago."
Mr Mullighan said arrangements had been made for counselling and other services to
be available to people providing information.

Panel Gives Nod to Industrial Land-Use Plan along Highway in West Virginia.

Jun. 6--The steering committee for the new U.S. 35 has given a tentative thumbs-up to a "Maximum Industrial" land-use plan that would place most of Fraziers Bottom and land around Buffalo into an industrial zone.
Details of the plan are still being worked out, and both the county planning commission and county commission would have to approve any zoning plan. But the steering committee's recommendations will provide the blueprint for zoning along the new four-lane highway.
Jimmy Thaxton and his mother live on the historic Alexander Farm in Fraziers Bottom. Thaxton said many residents don't know about the zoning plan, even though it will have a huge impact on their future.
"Once the residents of Fraziers Bottom find out about it, they might not be so agreeable to what's going on," Thaxton said.
County Commissioner Jim Caruthers has led the effort to preserve much of the flat land along the Kanawha River for industry.
"There aren't other parts of the county that are suitable for industry. This is about the only game in town," Caruthers said. "People are going to look at us in the future and ask why we didn't hold onto this for industrial property."
Caruthers says the county's tax base is lopsided, with too much residential growth and not enough commercial and industrial growth. The average residential property demands $1.22 in services for every dollar it pays in taxes, according to county planner Marjorie Ryan, while a commercial or industrial property only demands 32 cents for every dollar it pays.
Thaxton said the "Maximum Industrial" alternative was the worst one for current residents of Fraziers Bottom. He has talked with his neighbors about incorporating the area into a new town if they are not satisfied with the zoning plan.
A zoning plan tells residents how they can develop their land in the future. Current landowners would be able to continue to live in their homes or farm their land, even if their land is zoned industrial. They would also be able to sell it or give it to someone else who would use the land in the same way. But landowners in an industrial zone would not be allowed to build a housing subdivision on their land.
Many residents say they want their relatives to be able to build houses on their land, even if it is zoned industrial. Caruthers says he understands that desire, since he lives on land that his family has owned for 200 years. Any zoning code would have to be flexible enough to allow for sons and daughters to build on their parents' land, he said.
County officials are expected to vote on a final plan by the end of the year. Thaxton is urging his neighbors to get involved in the steering committee as it comes up with a detailed zoning plan.
"Families have lived up here for decades, tucked away in the northern end of the county," Thaxton said. "Now all of sudden, the county sees an opportunity to get a tax base from flat land, at the expense of people who live there."
The next meeting of the U.S. 35 Steering Committee is scheduled for 7 p.m. July 2 at the Putnam County Courthouse in Winfield. The land-use maps are available on the Internet at www.putnamcounty.org/planning/tcsp.

Kiva funding the tiniest businesses; In fields and sewing circles across the world, entrepreneurs are getting microloans with help from donors at a novel website.(BUSINESS)

Mickey Mikeworth knows farmers around the world, although she's not one of them. She dabbles in transportation projects, too, but she's no engineer. Her secret: Kiva, a website that allows Mikeworth, a Minneapolis financial adviser, to lend money to entrepreneurs in some of the poorest places on the planet. "I've done everything from mushroom farming to transportation to medical clinics," she said.
Steered by Irondale High School graduate Premal Shah, the website has become a lifeline for thousands of families across the developing world as they struggle to feed themselves amid rising concerns of a global food crisis.
The site allows Mikeworth and thousands of others to make loans of as little as $25 to any of hundreds of prescreened individuals in dozens of countries. A carpenter in Cambodia gets wood and better tools. A sewing collective in Peru gets materials it otherwise couldn't afford. Many of the loans go to farmers who want to modernize their farms in one way or another. The needs are great. Experts now believe we can't donate our way out of the food shortage breaking out across the globe. A report issued this month from the Government Accountability Office (GAO), the investigative arm of Congress, criticizes the United States and other developed nations for falling short on a pledge more than decade old to halve the percentage of the world's population that faces malnutrition. Too much emphasis is placed on emergency food aid while funding for development has remained flat, the GAO found. The United States has disinvested from agricultural research projects.
Those projects were a mainstay of global efforts to increase agricultural productivity. The cuts have ranged from programs at the University of Minnesota to programs at the World Bank. "What we have been doing both literally and figuratively is eating into our seed corn," said C. Ford Runge, an economist at the University of Minnesota. That historical trend, along with new pressures from the rising cost of staples such as rice and palm oil, has put relief agencies under pressure to serve many of the same populations targeted by Kiva, which serves as an innovative but much smaller counterpart of traditional aid organizations.
Giving women a shot
Kiva (www.kiva.org) took 15 months to raise the first $1 million in loans, said Shah, the president, who grew up in New Brighton. Today the website raises $1 million every 10 days. It has had 300,000 lenders assist 50,000 businesses in 42 countries. And now it struggles to find enough capable entrepreneurs to meet the supply of available loans.
This is how it works: The website, run by a group of 30 people in San Francisco, acts as a conduit between individual lenders and established microloan agencies such as Grameen Bank, run by Bangladeshi Muhammad Yunus. Yunus and the bank were jointly awarded the Nobel Peace Prize in 2006 for their microlending work. The money comes to Kiva, and the website then wires it to the nonprofit working in country, which hands it over to the entrepreneur. The in-country agency then conducts weekly checkups on the loans and oversees repayments, sending notices back to Kiva and the individual lenders.
The site funds itself by asking the lenders if they'd like to make a donation to Kiva, usually suggested at 10 percent of the amount lent. Half of the budget comes from foundation grants provided by the Rockefeller and Kellogg foundations.
About $31 million has been lent since Kiva's inception, and about a quarter of the loans have come due. The website boasts a 99.3 percent repayment rate. About 3.5 percent of payments have been past due. If a loan goes bad, it most likely happened because of illness or an accident, Shah said.
The loans carry an average 22.37 percent interest, but can vary from country to country. That compares with an average of 83.85 percent for the typical local moneylender in the countries where Kiva offers loans, it said. Interest payments do not go to the lender, but to the in-country agency administering the loan. The fees cover the costs for monthly in-person visits to make collections (mail or Internet payments are not common in many areas) and for the initial screening of each entrepreneur, which requires interviewing someone with no credit history. Many of the businesses are tied to agriculture, and a healthy minority are clothing or food sales.
"Most of our borrowers are women -- 77 percent -- and for many it's the first time that they've been given a shot at something," said Shah.
The website has sort of a Facebook edge, with entrepreneurs posting their photos and sending out frequent updates on their business by e-mail. "It can be social, almost as addictive as Facebook," said Shah.
Winning over a cynic
That's what happened to Todd Andersen. The Minneapolis financial consultant pulled up Kiva's website after hearing about it from his wife. The site's novel approach made him wary.
"I'm part romantic, part cynic. I think there's reasons to be cautious with this type of organization," he said. He checked the site's repayment rates and looked at the lending organizations that partner with Kiva in far-flung cities and remote villages to distribute the loans. His cynicism faded as he looked through the list of people asking for loans. A group of Peruvian women who wanted to expand their sewing collective had posted a picture of themselves. The picture, still on the site, shows a group of women staring straight into the camera. They look proud, and utterly responsible.
Andersen, who characterized his previous efforts at philanthropy as "disciplined but not overly generous," went nuts. At last count he had made 27 loans of $50 each in a little over a month. He checks in on the loans regularly to see how people are faring.
"I love the concept. It's not a handout; it's a hand up," he said. "I'm addicted enough that I generally glance at the site in the morning, then if I happen to have a down time in the evening I'll check it again," he said. He learns with each visit how each business is doing, how much of each loan has been repaid, and other any other news the entrepreneurs care to share. The unexpected relationships that come out of the site have limits. Andersen said he wouldn't consider visiting anyone, for example.
"It seems a little invasive for everybody," he said. Now that the website has established itself, the founders have begun thinking of what comes next.
"It really seems to be working, which is amazing. We've just started dreaming a little bit more," Shah said. So far, about 80 percent of loans have come from the United States, with the rest scattered across 70 other countries. The website plans to start offering loans to U.S. entrepreneurs later this year. "We've just started dreaming a bit more," said Shah. "What if someone from Malawi was making a loan to someone in Louisiana?"

Greeting card industry mirrors the economy. (Industry Overview)
It always amazes me, as I contemplate what has gone on in the industry over the past 12 months, how little has changed and how little I think will change over the next 12 months and beyond. The greeting card industry historically has experienced very slow unit growth -- 2 to 4 percent from the end of World War II to the mid-1980s and 1 to 3 percent since -- a rate of growth I think will continue until about 2015. With this slow rate of growth, the industry is not really in a position to -- nor does it need -- change all that rapidly. Having said that, here's what I see as trends in the greeting card industry.
The business of greeting cards
I am basically upbeat on the industry! On the plus side, the economy continues to improve. As a result, there should be a modest acceleration in the card business in 1995 and that should translate into better results at all levels of the industry. Also, while there is not a lot "new" within the industry, there are some developing trends that should also help business. None, save the increased importance of computers, will rock the industry. Each one, however, indicates that card companies continue to respond to consumer needs.
As was the case last year, today's biggest negative continues to be the constant erosion in the ranks of smaller retailers. When I started to track the industry, it was estimated that as much as 40 percent of all cards were sold through gift/card shops; today, I estimate that this figure is probably less than 30 percent. An example of this problem is a recent Hallmark agreement to let Hallmark branded product be carried by a major drug chain with stores in close proximity to Hallmark shops. When Hallmark finds it necessary to take such a step, it is clear that gift/card retailers will continue to be under considerable pressure. And while not totally displaced, at least reduced in importance.
About the cards
As is always the case, I cannot ignore the impact personalization is having on the industry. It should be a part of any expansion retailers are planning, especially as new products are added. The fact that one card company is even testing putting its designs on Internet should be a strong indication of where the use of computers is going in the industry. The advent of computer-generated cards, which has increased male usage -- twice as many men buy cards at computer kiosks than at traditional outlets -- has resulted in more cards with masculine themes emerging from traditional publishers. As men become more comfortable buying cards, more traditional outlets should benefit.
Beyond this, green marketing is gaining: recycling and cards that support environmental causes are becoming increasingly important. Handmade cards, never a big part of the business, are increasing their share of market simply because consumers are looking for the new, the unique and the more personal. Ethnic cards are now big business and getting bigger all the time. This is another part of the market that has to be addressed, regardless of where a store is located. There is also the progressive card -- beyond alternative; the card that speaks openly and frankly about such subjects as sexual orientation, divorce, terminal illness and breakups. These issues are addressed more directly than they have been in the past.
Finally, from a distribution standpoint, there is the expanding universe of master distributors, companies that can take a small card company's product into the major retail chains as part of an overall program. Just another of the challenges facing today's card and gift retailers!
